NuFW 1.0.13, some minor bugfixes

This new release solves a compilation problem that occurs with some recent openldap versions.

It also improves the setting of the decision flag when no user’s group is found in the matching acls for a packet. Before this release, the packet was dropped but the decision value was not correctly set. That leaded to no security problem (packet was dropped) but made the log harder to read for administrators.
